not a general best-pens list. specifically for Tomoe River, tested over about two years of daily journaling.

1
Pilot Kakuno (Fine)
2
Pilot Metropolitan (Fine)
the one I recommend first. never bled on me even in the $12 starter version
3
Platinum Preppy (Extra Fine)
(fountain pen safe) and costs less than a coffee
4
Platinum Plaisir (Fine)
5
Pilot Vanishing Point (Fine)
6
Pilot Custom 74
gold nib makes the ink look a little different somehow, still totally fine on this paper
7
TWSBI Eco (Fine nib)
fine behaves, but switch to a medium and it starts to ghost a little on the back
8
Lamy Safari (Medium)
everyone online loves this pen but mine ran wet on Tomoe River and I ended up sanding the nib down myself. still keep it for regular paper
9
Muji gel ink pen 0.38mm
10
Zebra Sarasa 0.5mm
when I don't want to carry a converter around. dries fast, zero drama
11
Uniball Jetstream
12
Pilot G2 gel pen
(not recommending this one) looks fine on day one, then the ink migrates by day three and my hand gets inked up mid brain dump
